The IBM MeitY Startup Hub MoU aims to accelerate India’s deep-tech startup ecosystem by expanding access to enterprise technology, technical mentorship and commercialisation opportunities.

IBM and MeitY Startup Hub (MSH), an initiative of the Ministry of Electronics and Information Technology (MeitY), signed the agreement on October 13, 2026. The partnership will help startups develop, validate and scale technologies for Indian and international markets.

The collaboration combines MSH’s nationwide innovation network with IBM’s expertise in artificial intelligence (AI), hybrid cloud and quantum computing. It also complements IBM Ventures’ engagements in India by connecting enterprise technology startups with potential customers, investors and industry experts.

IBM MeitY Startup Hub MoU Focuses on AI and Quantum Computing

Under the agreement, participating startups will gain access to IBM’s enterprise technology portfolio, innovation platforms and technical guidance. These resources are intended to help founders address business challenges and develop solutions for enterprise use cases.

The technologies covered include IBM watsonx, an enterprise AI and data platform; IBM Bob, an AI coding agent for enterprises; and IBM Sovereign Core, a software stack designed for digital sovereignty and AI readiness.

The partnership will also offer technical orientation on hybrid cloud and quantum computing, alongside access to security and automation solutions.

In addition, IBM and MSH will explore initiatives to support startups at different stages of growth. The collaboration will cover sectors including banking and finance, government and industry.

Startups to Get Mentorship and Enterprise Engagement Opportunities

A key area of collaboration will be helping startups move from technology development towards commercial deployment. Planned initiatives include enterprise proof-of-concept projects, sovereign AI innovation, open-source ecosystem development and founder mentorship.

The two organisations will also explore technical skilling programmes and opportunities for startups to present their solutions to enterprises and investors.

Another priority is identifying promising innovators from Tier 2 and Tier 3 cities. The initiative aims to broaden participation in India’s deep-tech ecosystem by connecting founders beyond established startup centres with technology resources and industry networks.

Dr Panneerselvam Madanagopal, CEO of MeitY Startup Hub, said the partnership would help strengthen domestic deep-tech capabilities and technology-led entrepreneurship. He also linked the initiative to India’s broader vision of Viksit Bharat.

Sandip Patel, Managing Director of IBM India and South Asia, said the collaboration would help founders innovate faster, scale responsibly and develop solutions for national and global challenges.

Partnership Builds on IBM’s Startup Engagements in India

The MoU builds on IBM’s existing work with startups, developers, academic institutions and ecosystem partners in India. The company provides access to technology, technical mentorship and skills development opportunities through these engagements.

IBM Ventures also supports enterprise technology startups through a capital-plus model. According to IBM, this approach combines investment with access to its global network and industry expertise to help founders scale their businesses.

The new collaboration with MSH is intended to create additional pathways for startups to access enterprise opportunities and develop technologies with commercial potential.
