The government has introduced a concessional local FASTag pass for eligible non-commercial vehicle owners residing within 20 km of a National Highway toll plaza. The facility will come into effect on November 1, with annual fees set at ₹1,500 or ₹3,000, depending on the toll plaza’s location.
According to the Ministry of Road Transport and Highways, the initiative aims to make travel more economical for residents living near toll plazas and improve ease of commuting.
Concessional local FASTag pass: Annual fees and eligibility
The annual fee will be ₹1,500 for toll plazas located outside municipal or local town limits. For plazas within these limits, the fee will be ₹3,000.
Eligible applicants must own a non-commercial vehicle, reside within 20 km of the relevant toll plaza and have a valid, functional FASTag.
Residents can choose between the existing monthly pass and the new concessional local pass for travel through a specific fee plaza. The pass will apply only to that plaza and cannot be transferred to another location.
The facility will be available at eligible toll plazas from November 1. Applicants will also be able to access it through the Rajmargyatra app.
Local pass excluded from certain highways and toll plazas
The ministry said the concessional pass would not apply to National Highways or Expressways where toll collection follows a closed user-fee system.
It will also not be issued at locations where commuters have access to a service road or an alternative road.
The government notified the changes through the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, under the National Highways Act, 1956.
The Central Government may revise the annual fees each year, with any changes taking effect from April 1.
FASTag network expands as annual pass crosses one crore
The ministry said more than 13 crore FASTags have been issued across India, providing the infrastructure for digital toll payments.
Separately, the FASTag Annual Pass crossed one crore users following its launch on August 15, 2025.
The annual pass is applicable at around 1,150 fee plazas on National Highways and National Expressways. It costs ₹3,075 and remains valid for one year or 200 toll plaza crossings, whichever comes first.
The annual pass allows users to make a one-time payment instead of frequently recharging their FASTag. The new concessional local pass provides another option specifically for eligible residents living near toll plazas.
