NDMC parking charges in Lutyens’ Delhi may increase under a proposed revision of the New Delhi Municipal Council’s parking tariff structure. The plan includes higher hourly rates, revised monthly passes and a 100 per cent surcharge on cash payments.
According to official documents, the proposal also covers upgrades at 157 parking sites and the rollout of an Intelligent Integrated Parking Management System (IIPMS).
NDMC proposes higher hourly parking rates
Under the proposed tariff structure, off-street parking charges for four-wheelers would increase from ₹20 to ₹30 per hour. On-street parking rates for cars could rise from ₹50 to ₹70 per hour.
Two-wheeler users would also face higher charges. Off-street rates are proposed to increase from ₹10 to ₹15 per hour, while on-street rates would rise from ₹20 to ₹30 per hour.
The revised tariffs would increase the cost of both street-side parking and designated off-street facilities across the NDMC area.
Monthly parking passes to become costlier
The proposal includes significant revisions to monthly parking passes for cars and two-wheelers.
| Vehicle and parking category | Existing monthly pass | Proposed monthly pass |
|---|---|---|
| Four-wheelers, off-street | ₹2,000 | ₹4,000 |
| Four-wheelers, multi-level parking | ₹1,000 | ₹3,300 |
| Two-wheelers, off-street | ₹1,000 | ₹2,000 |
| Two-wheelers, multi-level parking | ₹500 | ₹1,000 |
The proposed changes would double monthly pass charges for most listed categories. The monthly pass for four-wheelers at multi-level parking facilities would increase more than threefold, from ₹1,000 to ₹3,300.
Cash payments to attract 100% surcharge
Under the proposed IIPMS framework, motorists paying parking fees in cash would face a mandatory surcharge of 100 per cent. This would effectively double the applicable parking bill.
The measure is intended to encourage digital payments across parking facilities.
The proposal also provides for rounding final parking fees to the nearest whole rupee, eliminating fractional decimal billing.
Parking sites to receive technology upgrades
NDMC plans to upgrade 157 parking sites across Lutyens’ Delhi under the proposed framework.
Private operators selected to manage three parking clusters under the public-private partnership (PPP) model would receive a transition period of three to six months after taking over their respective sites.
During this period, operators would be required to deploy technology and equipment, including FASTag readers, Automatic Number Plate Recognition (ANPR) cameras, handheld point-of-sale devices and automated barriers.
The proposed changes aim to revise parking tariffs while expanding technology-based management and digital payment infrastructure. The revised charges remain subject to the proposal’s implementation.
