The TRAI satellite network-as-a-service model will allow authorised providers to offer satellite infrastructure and network capacity to telecom operators and other eligible service providers, but bar them from serving consumers directly.

The Telecom Regulatory Authority of India (TRAI) released recommendations on Thursday for a separate Satellite Communication Network Provider Authorisation.

Under the proposed framework, satellite network providers would supply infrastructure and capacity to eligible telecom and satellite service providers. These entities could then use the networks to deliver services to end users.

New authorisation to cover satellite network providers

TRAI has proposed a new category of authorised satellite network providers under its Satellite Communication Network-as-a-Service (SCNaaS) model.

Entities operating under the proposed authorisation would be restricted to providing network infrastructure and capacity. They would not be permitted to offer telecommunication services directly to consumers.

The authorisation would cover the entire country for an initial period of up to 20 years. It could be renewed for a further period of up to 20 years.

Framework opens door to direct-to-device connectivity

The recommendations also provide for direct-to-device (D2D) connectivity using both satellite and terrestrial mobile spectrum.

The proposed approach could enable closer partnerships between satellite operators and traditional telecom companies. Satellite network providers would supply the underlying infrastructure, while authorised service providers would deliver connectivity to users.

The recommendations seek to establish a framework separating satellite network infrastructure provision from the delivery of telecommunication services.
