The Gujarat MSME incentives framework has been revised, with the state government abolishing the mandatory bank loan requirement for micro, small and medium enterprises (MSMEs) to qualify for industrial benefits.

Deputy Chief Minister Harsh Sanghavi announced the decision on Wednesday while overseeing the transfer of ₹1,100.19 crore to 14,853 industrial units across Gujarat.

The incentives were transferred directly to beneficiaries’ bank accounts through a single-click mechanism at a programme in Gandhinagar. The government has also reduced around 16 paperwork and documentation requirements to simplify applications and speed up administrative clearances.

The changes aim to make industrial incentives more accessible to entrepreneurs, including businesses that invest their own capital rather than relying on bank loans.

Gujarat MSME Incentives: ₹444 Crore Disbursed

Of the total ₹1,100.19 crore disbursed, MSME beneficiaries received ₹444.03 crore under various incentive schemes. The amount covered 11,052 beneficiaries.

The textile sector received ₹290.42 crore, distributed among 3,591 beneficiaries. Another ₹360.89 crore went to 196 beneficiaries in the large industries sector, while 14 beneficiaries received ₹4.85 crore under other schemes.

Addressing the gathering, Sanghavi said the state government was committed to working with entrepreneurs and establishing a transparent administrative system.

He added that the speed of file disposal had increased threefold over the preceding six months.

GIDC Allots 407 Industrial Plots Through Online Draw

The Gujarat Industrial Development Corporation (GIDC) allotted 407 industrial plots through an online lucky draw. The process attracted 4,665 applications.

The plots, each measuring less than 3,000 square metres, cover 85 acres across Shekhpat, Khirsara-2 and Sanand-2. The allotments are intended for MSME units.

Sanghavi also said Gujarat’s new industrial policy had attracted more than 346 applications from large industries. Of these, 27 came from companies that had returned to Gujarat from other states.

Gujarat to Support Women-Led Startups and Young Entrepreneurs

The state government plans to provide special encouragement to first-generation young entrepreneurs and women-led startups. It will particularly focus on industries that generate employment opportunities for women in tribal areas.

Sanghavi also discussed the proposed development of Smart GIDC industrial estates, stressing the need to prioritise cleanliness and basic amenities for workers.

He said infrastructure approvals would require integrated planning for drainage, streetlights and service lines instead of focusing only on road construction.

The government will also send a team to Japan and South Korea to explore opportunities to bring new technologies and global partners to Gujarat.

The measures form part of the state’s broader efforts to simplify industrial administration, support entrepreneurs and strengthen its manufacturing ecosystem.
